Health center operations are an essential component of any high-functioning community health center (CHC). This includes certain administrative and compliance activities that are necessary to run a business and to support the core functions. On the pages within this section, you’ll find information and resources on the following topics:

Emergency Preparedness

CPCA offers a variety of emergency preparedness programming and technical assistance to CHCs, including local, state, and national resources to mitigate, prepare, respond, and recover from an emergency.

FQHCs: HRSA Health Center Program

Public and private non-profit health care organizations may apply to receive section 330 funding from HRSA. This page will provide information about those opportunities.

Health Information Technology

A variety of resources can be found on this page, including the basics of electronic health records, meaningful use information, health information exchange, and telemedicine.

Licensing & Certification/OSHPD 3

“Licensing” is the process of acquiring a permit to operate a clinic in California. “Certification” refers to the process of becoming eligible to bill and receive payments for services provided to Medi-Cal or Medicare patients. This page will provide CHCs with additional information about Licensing and Certification (L&C) and CPCA staff contacts who can help CHCs navigate the process with the State of California.

Provider Enrollment

This page provides an overview of obtaining a National Provider Identifier (NPI), site enrollment in Medi-Cal and Medicare, and other resources for provider enrollment.

Operations-related Task Forces and Peer Networks

Managed Care

For those interested, CPCA conducts a Medi-Cal Managed Care Task Force as a forum to discuss community clinic and health center issues relating to Medi-Cal Managed Care health plan contracts and monitor concerns and changes in the Medi-Cal Managed Care environment to provide CPCA with guidance on responding to these developments.

Regulatory Compliance

CPCA convenes a quarterly Compliance Officers Peer Network meeting to discuss community health center compliance topics, as well as regular peer-to-peer question and answer sessions between compliance staff in health centers. If you would like to be added to the COPN email list, please email Glenna Davido, gdavido@cpca.org.
